proposition 30. prop 30 passed by a 54-46% margin. the money going to california schools. governor jerry brown took the lead to get prop 30 passed. >> last night californians made the decision to protect our schools and colleges and strengthen the california dream. we join together as californians first and a resounding victory for education and fiscal integrity. >> the governor said about $6 billion would have had ton of cut from schools and colleges if voters rejected prop 30. sales tax will go up by a quarter percent for four years, starting in january. income taxes will rise for people making more than $250,000 per year. >> the passage of prop 30 guarantees uc students will not see a tuition increase this year. >> students will get something extra. here is abc 7 news education reporter. >> within hours of prop 30 passing san francisco state announced it will begin reimbursing students. most will see close to $250 deposited back into their accounts. the university will roll back the increase. thanks to prop 30 the governor tax increase measure, other universities may see the money in the fo

chairman kwame brown has been sentenced to a 30-day suspended sentence for a campaign finance charge. that sentence was the second one he got yesterday. earlier in the day a federal judge sentenced brown to one day in custody followed by six months of home detention with electronic monitoring for lying on loan applications. he also has to complete 480 hours of what the judge says should be very public community service. brown admitted to both of those crimes in june. >>> a step back for prosecutors in the st coast rape ais case. suspect aaron thomas was expected to accept a plea deal but when he went before the judge yesterday, he said he wasn't sure what was right or wrong or what he was doing. now it appears the case is headed for trial. thomas is charged with rape and abduction on an attack on three teenagers in halloween back on 2009. >>> a 17-yard man is in jail accused of two gruesome murders. the cab driver was murdered in the district. >> a woman out walking her dog was killed in waldorf, maryland. ken molestina has more on the arrest and suspect. >> the charles county sherif

: the uc regent's finance committee okayed a framework for the 2013/2014 school year. governor brown told the regents, that's unlikely. >> the state would have to increase its general fund commitment to the university 12% every year. that's very unlikely to happen. so you really are proposing tuition increases. >> reporter: officials say without the money or only a portion of tthe university will have to change -- of it, the university will have to change its plans by putting programs in construction or finding ways to raise additional revenue. >> it's a movie i've seen before. and i know how it ends. i don't want to be part of it. >> reporter: lieutenant governor gavin newsom ended up being the lone vote against it. >> tell be more revenue and tuition hikes. i'm concerned about that because the magnitude of that tuition increase is not in-- not insignificant. >> reporter: we won't know if tuition will need to be increased until next summer when the budget is approved. only then will they know how much revenue they're going to need to generation through tuition increases and other cuts.
